'The new franchises are a big moment for the North's rail services. We have moved from a standstill Northern franchise to one based on new trains, new services and new aspirations for a high growth and higher quality rail network. The new franchises also show that devolution of more powers over local rail services leads to a better deal for passengers. We've seen it on ScotRail, on Merseyrail Electrics, on London Overground and now we are seeing it across the North. We now need to build on today's progress to drive forward smarter and more integrated travel across the North's rail and bus network. Through Transport for the North we also need to map Northern and Trans-Pennine rail services onto an infrastructure investment programme that will reduce journey times, improve reliability and provide the greater capacity that's needed to cope with booming passenger numbers. We also look forward to rail services in the West Midlands becoming the next to benefit from devolution.'
